I am puzzled a bit now! Your post looks sarcastic but I can be wrong, it might be just my perception. Honestly, in my opinion, no matter how fluent our English is (by the way mine is never fluent enough), there is always something to learn, to correct, to share. I'm not gonna convince you that you are wrong, but will try to explain the difference between "I need" and "I am in need" as you requested. The first expression basically means "Мне нужно" while the second one means "Я нуждаюсь". As you can notice "I am in need" has deeper meaning than "I need". As for "here"/"out here" (there/out there), it's kinda complicated to explain the difference and there is actually no meaning of the word "out" if translated separately in this particular case. I would translate it as "В этом месте; вот здесь; прямо здесь", not simply "Здесь".
Of course you have still a right to disagree with all said above and continue to use "here/there" in any case. No one is gonna judge you. And I'm not an exception. It's up to you.

Alex уже объяснил отличия "I need" (мне нужно) и "I'm in need" (я нуждаюсь). Тут я с ним согласен полностью.
Однако я совсем не согласен с его объяснением "out here". Если он добавил out как усиление here, то я бы сказал, что это ошибка и ее нужно исправить.
Изложу свою точку зрения:
1) "Out here" означает место которое находится "здесь", но это здесь находится вовне. То есть если вы вышли из дома в парк, то вы "out here, in the park". Или вы покинули свою страну, и приехали в Канаду, а "things out here are much different".
2) "Out there" употребляется не для усиления, а для того чтобы подчеркнуть значительное расстояние и направление вовне. Так можно указать на объект на улице когда вы находитесь в помещении, например. Или про внеземные цивилизацие, которые живут out there
Таким образом, если бы Alex употребил в своем предложении "out here" намерено, то фраза
говорила бы о том, что Алекс дистанцируется от форума, что для него это место куда он пришел и встретил интеллигентных людей. Что звучит достаточно корректно и грамотно с точки зрения английского языка.when you meet so intelligent public out here.

I agree with your explanation. It is just, as I said earlier, kinda complicated to explain the difference to someone who is not native English speaker (same with me). И это правильно.
Английский язык у большинства настоящих канадцев прост и не содержит сложных конструкций;
за годы деловой переписки (иногда сотни писем в день) я не вспомню, что-бы кто использовал что-то вроде "Future Perfect Progressive".

Просто перечитайте своё объяснение и найдите 10 (да хоть одно) отличий.

Но! Использование этой конструкции в этом контексте мне кажется нарочитым и искусственным.
