"you can ask a steward to move you if the kid is driving you insane, it is a long flight ,and you paid you money so you are entittled to some peace."
"For Canada it would fall under the word "disturbance".
Depending on what and where, you could be arrested for it, or just taken into custody without charges being laid, which could include a child. Not much difference between children making excess noise, and a inconsiderate adult neighbour in that case. It would be up to the prosecutors and police whether it proceeds to court, depends on any given circumstances. Being held liable is not anything I have heard of. But someone may try to sue privately, but the case may never make it into the courts, and be dismissed as totally wrong by the judge. Even more so if the actual courts did not procede first, and find the person guilty of an offence.
As S* has stated, if on a plane, the person may be asked to leave, if the child is creating a large disturbance and the parents cannot control the child.
For a resident, they could be asked to move, if it is a continuous problem. The other tenants have certain rights as well that have to be respected.
For a child left alone, under certain ages, the parents could be charged for failure to provide proper supervising. Again usually common sense is the determining factor for this. If damage to others people property is done then the parents may be liable for that part.
Most of those laws can be accessed on line, whether it be federal, provincial or city bylaws, but for any provincial or city ones here, then they need to look at that area first. Most laws are built on common sense, so it would depend on the actual circumstances as to whether any have been broken.
For most distrubances the police may be called, and they determine when they arrive how to procede, a warning, freindly advice, or if someone needs to be taken into custody. "
